One who causes an injury may forget but the one who helps fix or clean up will not easily forget.
Cultural Context
The proverb uses the example of the person who feasts on some cow beans and does not clean up afterwards either because he is too full or merely an reckless person. Cow beans by nature cannot be eaten with the shells and hence the shells need to be discarded. Often in life someone may hurt or injure others unknowingly or in the course of going about their business. A good friend or relative may remedy this process by either talking to the injured party or rectifying the problem quietly. The one who causes the problem is in many cases incapable of appreciating this deed. Our elders saw a similarity in this friend or relative to the one who cleans up the shells of the of cow beans when the eater is too careless to clean up. It is the one who cleans who normally remembers - the eater easily forgets.

The proverb is used to remind people when they have made a mistake or caused some injury to someone, that they should remember and reward those that assist them to fix or remedy their errors. It is also used as a comment in observing such a scenario.
